"First and foremost, I would like to express my satisfaction with the fact that the Commission has come up with this opinion. This debate comes to show that the Black Sea is now the focal point of European politics and European politicians. I commend this approach and believe that it would benefit all citizens of the European Union. As mentioned earlier, a lot more should be done to protect the Black Sea region. The point is how to prevent disasters like the one which happened in the Strait of Kerch. Because disasters can never be fully prevented but their root cause can certainly be minimized. There are two ways to ensure better protection of our seas. Fist, we have to contunue the promotion of regional cooperation. Second, side by side with regional cooperation, better policies are needed in navigation. The measures suggested in the third package of the maritime policy are in the right direction and they should be implemented in the best possible manner. Their implementation is indispensable for the prevention of events like the one in the Strait of Kerch in the Black Sea region. Since the European Parliament and the Commission expressed their support for the package of measures quite some time ago, it is time for the Council to become more active and undertake the necessary steps for the introduction of this package. The successful implementation of the measures envisaged in the package, coupled with the enhanced level of regional cooperation, for instance the Black Sea Economic Cooperation and the DABLAS initiative for protection of the environment. Could be an important contribution to the security of our seas and, at the same time, could ensure higher competitiveness of our navigation industry. I believe that this disaster proves once again the importance of the issue related to our water basisns and the need for appropriate policies to prevent such accidents and to protect the environment. Therefore I believe that the time has really come for the third package of measures within the framework of the maritime policy to become a reality and enter into force. Thank you."@en1
