In view of the fact that the discussions at the WTO and the commitments will result in the abolition of export refunds, cuts in Community aid amounting to EUR 20.1 billion, and price cuts of 48% - 73% for most EU agricultural products, there will be severe repercussions on agricultural income. With the proposal for a regulation, the Commission aims to counteract the negative consequences arising in the past from GATT and the previous CAP reforms, which will be intensified to a greater degree with the WTO and expected CAP reforms. The consequences will be felt mainly in the distribution of agricultural products, both to third countries and to EU countries, since import duties and internal aid for Community agriculture will be drastically reduced at the same time. Promotion and information programmes are therefore being proposed. However, the funds allocated to those programmes can do nothing to counteract the consequences. The result will be an aggravation of the problems of distributing Community agricultural produce to third countries and also within the EU, a reduction in prices paid to the producer, and outright disaster for small and medium-sized farmers, who already earn only a borderline agricultural income. On the other hand, the programmes will be of benefit mainly to large agricultural enterprises with competitive production costs."@en1
