". In June and July this year, the Commission received the third and fourth applications for mobilisation of this Fund. The applications related to two German undertakings and a Finnish one, all operating in the telecommunications sector, in the manufacture of mobile phones to be precise. Both applications are connected with the relocation of production to third countries, causing 4 211 workers to be laid off. So far, in addition to these two applications and two French requests which have already been approved, the Commission has received further applications from Italy, Malta, Spain and Portugal. These applications will have to be approved early next year. As we have mentioned, the existence of this fund cannot serve to ‘cushion’ the unacceptable social and economic costs of relocation of undertakings and the associated redundancies. We therefore insist that a regulatory framework must be established to prevent and penalise relocations of undertakings. We consider that any grant of public aid to undertakings must be conditional upon long-term commitments by those undertakings in terms of regional development and employment, and they must not be granted any aid that may be used to promote relocations. Equally, it is essential to strengthen the role of workers’ representatives on the boards of directors of undertakings and in the taking of management decisions of a structural nature."@en1
