"Madam President, I think this resolution is fine but slightly inconsistent as you get the impression in some places that one is, as it were, surrendering to terrorism. In other words, it does not seem to accept the idea that terrorism should be eliminated entirely, that it should be pulled up by the roots; and Mrs Muscardini of the UEN Group raised this point in her oral amendment. To me this is one of those issues which perhaps should have been examined in more detail when this report was being discussed.
I think the European Union line should be absolutely clear on terrorism. We promote democracy, human rights and freedom of expression, and can under no circumstances approve of terrorism. I would also have liked to see more weight given to the importance of education when addressing its causes. For example, the fight against terrorism in the Palestinian Autonomous Territories should mainly be based on education, so that future generations can be educated and brought up free of hatred and can therefore learn to live in peaceful coexistence with their neighbours."@en1
