I am coming at this from an Irish perspective. In the last few years we have had the phenomenon of what we know as ‘boy racers’, who modify old cars, take to the roads at all hours of the day and night and cause a major problem in relation to sound emissions which sound like a jet plane, causing major disturbance, particularly in urban areas.
I welcome the fact that there are two regulations, as you mentioned, Commissioner: UNECE Regulation No 51 and Directive 70/157/EEC. But the problem as I see it, in relation to UNECE Regulation No 51, is that it applies only to new cars. I think there should be a specification, at least in relation to the reply received from Commissioner Dimas: there should be a regulation that there should be no modification of a car and that there should be regular tests."@en1
