"Mr President, ladies and gentlemen, we have to have the courage to see the truth before our eyes. The EU-Africa Summit last weekend was in fact a failure and you do not need to look far to find the reason why. People may well make fine statements about a new strategic partnership, but the fact is – as I said in Lisbon – that a satisfactory partnership between Europe and Africa has to be based on shared values and principles, such as democracy, human rights and good governance. That is not the case at all today. Europe rolls out the red carpet for Gaddafi and Mugabe: for Gaddafi in order to secure lucrative contracts, for Mugabe so as not to offend the other partners. However, if the member states of the African Union continue to support the dictator Mugabe openly, the question will arise as to what their own promises on democracy and human rights are actually worth. I will say it again therefore: if there is one signal that Europe should have given at this summit, it is that only democratic systems based on the rule of law offer a guarantee of improvement in one’s lot and that development aid should be made contingent upon the fulfilment of these conditions."@en1
