"Mr President, the Directive of the European Parliament and of the Council on ambient air quality and cleaner air is of major significance for the health of European citizens, particularly since the substances emitted by industry, transport and power plants may be transported over great distances, such as particles and oxides of sulphur, nitrogen and lead.
The directive lays down limits for their emission and emphasises the importance of reducing contaminant emissions and their sources. The conditions for meeting these requirements vary, however. In zones and conurbations where many contaminant-emitting entities function, for example coal-fired furnaces and plants using old technologies, adaptation to meet the directive’s requirements will require time and considerable financial outlay.
In justified cases, therefore, pursuant to Amendment 2, the date of introduction of the directive’s requirements should be postponed. The directive is right to stress the need to monitor contaminant emissions, which is of great significance in restricting contaminants, including those of cross-border origin.
