"Mr President, today, at the beginning of the third millennium, the world is faced with problems from the past that are still unresolved, and these are accompanied by new challenges. We can be proud that the European Union is a creator of change and that our greatest values are human rights, freedom, democracy, tolerance, a free market, an improved standard of living and care for the natural environment. If we are to act effectively to put these ideas and aims into effect, our Union must be businesslike and efficient. We are coming to the end of one particular phase of work: we are accepting the Reform Treaty, the Treaty of Lisbon. This is very fine, but life has sketched new challenges for us. In implementing all the provisions of the Treaty, in upgrading the functioning of the EU and its institutions, we must talk about – and we want to talk about – the future, a better future for Europe, for our Member States..."@en1
