"'The peoples of Europe, in creating an ever closer union among them, are resolved to share a peaceful future based on common values.' So reads the first sentence of the preamble to the Charter of Fundamental Rights of the European Union which the EU leaders signed in Nice on 7 December 2000. And this sentence at once contains the essential truth. In our Union we have shared values and standards which are now enshrined by the Charter as rights: freedoms, equality, human dignity, solidarity, citizens' rights and justice. My view is that it would have been better if the EU had just signed up to the Council of Europe's European Convention on Human Rights. But ultimately this is an acceptable solution. It is an express recognition of human rights in the EU."@en1
