We Swedish Social Democrats voted for the report since we think it important, from the point of view of legal security and in the context of developments which have taken place in both commerce and marketing, that we should have modern common rules for the choice of law in contractual obligations. However, we are not happy with the compromise which has emerged and therefore voted against paragraph 2 in Amendment 77 which concerns consumer contracts. We consider that Europe needs stronger consumer protection with clear rules for both business operators and consumers. In our view, the compromise does not resolve this matter in a satisfactory way. Secure consumers, aware of their rights and with confidence to make cross-border purchases, are important to Europe’s economy and prosperity. However, we share the concern expressed by small businesses over the burden imposed on those engaging in e-commerce in Europe as regards the acquisition of expertise on the consumer legislation of the various Member States. This is an important question which remains to be resolved."@en1
