"Mr President, I believe we are discussing an extraordinarily important subject for the people. Clearly, trying to explain the reform of the European Union can be very complicated, but it is certainly easy to underline the importance of the Charter of Fundamental Rights of the European Union.
Will it be legally binding? This will not be explicitly stated in the Treaty, but it is our duty to make this known. I therefore feel that the decision we have taken to sign the Charter before the Lisbon Treaty is signed is very positive. From now on we must also say that no further exceptions will be allowed in the future as these are bad for the citizens of the countries concerned and for the citizens of the European Union as a whole.
I therefore believe it is vital that we make an effort, as proposed by Mr Leinen in his report, to clearly support the Charter of Fundamental Rights and its legally binding nature."@en1
