"Mr President, I believe that the Charter of Fundamental Rights is a
for any community wishing to operate pursuant to the value system derived from respecting human dignity. This gives rise to the principles of freedom, equality and solidarity. I see no reason why countries such as the United Kingdom or Poland that wish to be part of the Community should refuse to be involved in something that constitutes the foundation of our common action.
This Charter advocates reference to social values, to the European social model. It also states unambiguously that, where local customs and practices are concerned, internal national law applies. This means that there are no grounds for any type of opt-out to apply in this area. I trust that both Poland and the United Kingdom will choose to opt in instead."@en1
