However, it can be seen that the underlying purpose of this report is not only to develop economic relations but to conduct foreign policy on the part of the EU. The tone of the report is manifestly dictatorial and the proposals for cooperation given are presented almost exclusively on the EU’s terms and with the EU’s own interests in the foreground.
