"Mr President, ladies and gentlemen, I am strongly opposed to these motions for resolutions and want to express my firm opposition. This has all stemmed from belated and inconclusive action taken by the Italian government, which has realised that Italy is facing a crisis, unfortunately only following terrible incidents perpetrated by EU nationals. Directive 2004/38/EC is clear when it says that ‘All Union citizens shall have the right of residence on the territory of another Member State […] if they [...] have sufficient resources for themselves and their family members not to become a burden on the social assistance system of the host Member State’. Therefore, these motions for resolution seem pointless and pretextual. The treaties impose freedom of movement of citizens within the EU and no one wants to engage in discrimination based on the country of origin. However, once EU citizens commit serious and execrable violent crimes in another Member State or if they are unable to give a reason for their visit, as the Directive requires, it is in the interests of the entire Union that they should be sent back to their own country."@en1
