"The Schengen cooperation must remain open to all Member States who wish to join and participate in the cooperation. On the other hand, it is extremely important that all the countries participating in the cooperation already satisfy the requirements at the time of joining, because the cooperation entails a common external border. If there are deficiencies in one country, Sweden has no way of checking the border protection. The investigations made show that there are problems which need to be tackled, and the reasonable thing would be to delay joining until all the requirements have been satisfied."@en1
