"The honourable Member is right, I do not have a written answer in my brief to give you, but I will give you my opinion. In this respect we had a very interesting discussion this morning on globalisation, when we also discussed financial services and questions related to the turbulence on some financial markets. One issue I consider to be fundamental in relation to Africa and which is closely linked to the Europe-Africa Summit concerns Africa’s position in globalisation: should Africa be a full partner, as we believe it should, in the problems and challenges raised by globalisation, should Africa be an active partner and should it have effective instruments at its disposal so that it really can be a full partner in globalisation, or do we on the other hand want an Africa which is condemned to war, insecurity, underdevelopment and poverty? In this context, therefore, the financial or other instruments, initiatives or mechanisms that could actually put Africa with all of us, with the European Union and with other major emerging blocs, on the agenda of the talks, debate and theme of globalisation can only be welcomed."@en1
