"I would like to thank the Council Presidency for its reply. Is this Council Presidency aware that there is a school of thought that says that the developing world could greatly benefit from having a financial services sector? Given Portugal’s experience in Africa in particular, could I ask the Council President, if he does not have the response there in his brief, if he would cause this issue to be examined and pursued, because it may well be a way of assisting not just the developing world but in having global interchanges, which would be of great benefit to this part of the world as well."@en1
