As has been pointed out, the whole of southern Europe is delimited by the edge of two tectonic plates that cross the Mediterranean and go on through the Atlantic Ocean via some of the Azores Islands, which means that earthquakes are one of the most frequent natural disasters in this region. This EP report contains a variety of concerns and proposals that we appreciate, particularly when it recognises that the outermost regions suffer these phenomena regularly, or when it points to the need, among other things, to support national action in terms of prevention, response and repairing damage, public information, scientific research, civil protection and solidarity at Community level. As far as coordination is concerned, the report proposes cooperation between Member States and between the latter and third countries to implement the measures referred to. However, despite supporting the creation of a ‘European Civil Protection Force’ as a ‘centralised prevention and management instrument’ – a policy we disagree with – it states that this ‘only makes sense on the basis of improved national civil protection schemes, and of better instruments for coordination between Member States’, which in our opinion raises the question again as it should be raised."@en1
