"Madam President, ladies and gentlemen, as you know, the European Parliament, in the person of the Chairman of the Committee on Civil Liberties, is of course invited to participate - and does participate - in informal Council meetings. As far as I am concerned, however, what I said on that occasion was exactly the same as what I am saying to you today. I specifically said that the impact assessment will be presented and published on the Commission's website along with the proposal for a communication. Everyone will be able to see the impact assessment, its various implications and our proposal. Then a debate will of course be opened up, for the reason that I have given: we are talking about a communication setting out possible ways of working and not a legislative proposal."@en1
