"Madam President, ladies and gentlemen, the issue you have raised is naturally one of the most sensitive of all. It does of course deserve European action. That is why a few months ago, with reference to undeclared work by immigrants on the one hand and, on the other, people who enter the EU and then overstay the residence period, I proposed a directive aimed at penalising employers.
In cases where undeclared employment affects the most vulnerable groups - the case you have brought up - such as children who are recruited illegally and then exploited, I have proposed prison sentences. Black market exploitation of particularly vulnerable groups, which is the case of children, is the most serious case of all in my opinion. Not all EU Member States currently have very rigorous penalties for employers who illegally exploit the labour of children or women, and I believe that we need such legislation at European level."@en1
