"The Commission welcomes the meeting of the two leaders on 5 September this year and the agreement on the need for the earliest start of the process leading to a comprehensive settlement of the Cyprus problem. Our aim is that serious negotiations on a comprehensive settlement under the auspices of the United Nations should begin without unnecessary delay. The agreement of 8 July 2006 between the leaders of the two communities on the island should prepare the ground for such talks as a means of facilitating the full resumption of these talks for a comprehensive settlement.
On the question of financial aid used by the end of September this year, the total amount contracted under the aid programme for the Turkish Cypriot community came to EUR 24 million – that is, 9% of the total – and the amount tendered came to EUR 44 million. A great share of the programme is devoted to infrastructure investments, which require more time to prepare and for which the bulk of payments will take place in the latter part of the programming period, which is due to last until December 2012.
Notwithstanding the challenges that are posed by the unique political, diplomatic and legal status, the Commission considers that the implementation of the aid programme is broadly on track for the moment."@en1
