I have nevertheless seen fit to back some amendments modifying the initial draft, particularly those relating to 2011 as the date for the scheme’s entry into force. This is an especially significant point when it comes to avoiding the creation of market distortions within the European Union, albeit only for transitional periods, meaning that some operators would be at an advantage over others.
