"Mr President, ladies and gentlemen, I am speaking partly in my capacity as future draftsman of the opinion on the Community strategy on health and safety at work. I wish to clarify my position, which is unhesitatingly in favour of the proposed regulation to establish a legal framework for the systematic production of statistics in this area. I would take this opportunity to emphasise the need to take all initiatives that can help provide a clearer picture of the situation in Europe and in the various Member States, on which basis states can pursue the policies they deem most appropriate. For this reason, a more Europe-wide approach needs to be adopted towards accidents at work within the European Union, a veritable scourge in certain countries. The approach must go beyond the current gentlemen’s agreement and provide for data to be gathered systematically at regular, predetermined intervals. It must also take due account of the studies and investigations carried out by the European Agency for Safety and Health at Work and by the European Foundation for the Improvement of Living and Working Conditions. Comparable data, combined with an exchange of good practice and the dissemination of results, can in themselves prove useful in encouraging countries to emulate the best of what is being done elsewhere."@en1
