"The inclusion of aviation into the European emissions trading scheme is a positive action, emphasizing Europe’s pioneering work in combating climate changes. The aviation emissions trading should not cause a decrease in the number of flights and an increase in prices, negative consequences for passengers, for the aviation industry and for the sustainable development of transports. Under these conditions, it is important to solve the technical causes. The reduction in emissions can be achieved by manufacturing engines with a new design, which would ensure more efficiency in the fuel consumption, by improving the aircrafts’ aerodynamics, using new metallic alloys and composite materials for building fuselages. We also have to take into consideration research in the field of alternative fuels. NASA has announced the launching of a programme to find solutions for improving kerosene. Therefore, it is necessary to supplement financial resources for research and development and to encourage private investments in this field, while the funds obtained from bids within the scheme should be used in the fields of research and aeronautical innovation, which are capable of providing concrete solutions. I also ask the Council and the Commission to continue their efforts in negotiation with the international bodies and the partner third countries in order to obtain all the necessary agreements as to avoid any international litigations in the case of enforcing these legal provisions."@en1
