"Mr President, I would like to raise an issue that was bothering us all not so long ago; namely the change from summer to winter time (and back again in March).
It is said that this brings considerable savings in electricity consumption. It seems to me that this is not so, as the amount of daylight does not change in any way. Nor does electricity consumption for street lighting, as this is regulated automatically, depending on the amount of natural light available.
Electricity consumption at industrial plants does not change. The only minor savings are in household electricity consumption, but new timetables are printed, trains are stopped, there is disruption for the elderly and also for children, and there is disruption to information systems. I would be glad, Mr President, if Parliament were to hear authoritative information from the Commission concerning the gains and losses brought about by the time change."@en1
