Mr President, Mr Van Hecke, I would point out that questions on setting up and closing down Community agencies should be put to the Commission which has the exclusive right of initiative in this respect. The legislative bodies, Parliament and the Council, act solely on the basis of proposals presented by the Commission. As regards the Council, the honourable Member may be sure that the need to set up a new agency is carefully considered in each case.
As for the budgetary aspects of agencies, I would refer the honourable Member to the Joint Statement of 18 April 2007 in which the three institutions agreed on a common set of principles for the budgetary management of existing or future Community agencies."@en1
