"− Mr President, as I have already mentioned, the Council’s proposal and conclusions on Mr Barnier’s report were that this could form a working basis for future decisions. This was not a 100% endorsement nor even a partial endorsement that this should form a working basis. It was simply what the Council agreed at the time. As I have just said, I cannot pre-empt the Council’s reaction to proposals, models and methods that do not yet exist, as that would be to pre-empt history. We must await the Commission’s proposals and assessment. We will then discuss these in the Council and come to conclusions. We will also decide on the direction to be taken in that respect, which brings me to an important point. The Council, by asking the Commission to submit proposals on this issue, has unequivocally indicated its interest in the subject and its desire to move forward in this respect. In my opinion, that is an undeniable and positive sign."@en1
