"Madam President, I am a municipal councillor in a Belgian municipality with 13 000 inhabitants. The supervisory authority does not approve the budget of this small municipality unless a staffing requirement schedule is supplied, complete with detailed budget. A 16% increase in the number of officials for some years, as in the EU, would never be authorised; nor would an increase in pension costs of more than 10% in one year. The Commissioner has pointed to enlargement, but despite that enlargement the number of MEPs has been reduced. My question is: does the Commissioner not think that it is high time to also consider a freeze on the number of staff, in spite of possible further enlargement?"@en1
