"− Ladies and gentlemen, according to our Rules of Procedure, the point that Mr Watson has raised is correct and is well established in the Rules of Procedure. It is evident, however, that there is a difference of opinion on this issue. If there are no comments, we shall include these votes directly on Thursday in the voting time at 12 noon. In accordance with the Rules of Procedure, we are going to resolve this issue in the only way that we can, which is on the basis that Parliament is sovereign. We are therefore going to have two votes: the first vote will be to vote on whether you want to vote on this matter. If the result of this vote is negative, we will leave the agenda as it is and there will be no amendments. If you decide that you do want to vote, we will then vote on the item, as to whether or not the vote on the motions for resolutions will be postponed. I therefore put to the vote the question of whether Parliament wishes to vote on this matter. Consequently, I now put to the vote the proposal that I presented to you, that is, to move the vote on the motions for resolutions on the EU-Russia Summit to the next part-session in Brussels. Those who vote in favour will be voting in favour of moving this vote to the next part-session and those who vote against will be voting in favour of keeping the agenda as it is. Secondly, I propose that the following two reports, currently entered with debate on Thursday between 3 p.m. and 4 p.m., be entered directly in the votes on Thursday at 12 noon: the report by Margie Sudre, on behalf of the Committee on Fisheries, on the amended proposal for a Council regulation on the conclusion of the Fisheries Partnership Agreement between the European Community and the Republic of Madagascar (– C6-0064/2007 –), and the report by Emanuel Jardim Fernandes, on behalf of the Committee on Fisheries, on the proposal for a Council regulation on the conclusion of the Fisheries Partnership Agreement between the European Community and the Republic of Mozambique (– C6-0284/2007 –)."@en1
