"Mr President, the Constitution is dead. Long live the Constitution! How else to describe the events in Lisbon? We all agree that this Reform Treaty is a mere clone of the Constitution rejected by the French and Dutch; one that, as Valéry Giscard d’Estaing said, is even less readable than the original. After all, referendums are to be avoided at all costs, we are told. There is indeed one major difference from 2005. This time the French, Dutch and other European peoples are not being given the chance to express their opinions. An illustration of this disdain for democracy can be found in the statements of Commissioner Wallström, who always has so much to say about bridging the gap between Europe and the citizen. She is urging the national parliaments to ratify this text as quickly as possible. Yet genuine respect for democracy requires that the citizens of all EU Member States be able to express their opinions on the Treaty, a text which, in numerous respects, erodes the sovereignty of the nation-states even more than is already the case. Those responsible should not complain if this fear of citizens again goes against official Europe in the subsequent European elections."@en1
