"The EPLP supports the aims of the Philip Morris agreement to combat fraud and illicit cigarette trade in the EU. However, the UK Government has not signed up to the agreement since it could conflict with existing UK legislation on tobacco smuggling. Existing legislation applies to all tobacco manufacturers, which is important in ensuring that smuggling activity is not simply displaced into products manufactured by companies that have chosen not to sign an agreement, or who might at some point choose to withdraw from one. This legislation also contains no significant exclusions, which better allows the UK to address the particular types of tobacco smuggling problems that it encounters."@en1
