Though it is regrettable that on certain points – like the issue of European coastguards and a European flag – the European Commission has had to scale down its ambitions because of a lack of support from certain Member States, this document is a good basis to start from. I hope it will keep all its promises. However, the issue of finance will be decisive, something the Commission itself recognises. Will our ministers shoulder their responsibilities? For the rest, I am particularly delighted by the Commission’s decision to address the revision of social legislation in the maritime sector, to which traditional employment law and its protections do not apply.
