"Mr President, we are talking about the common agricultural policy, but in reality there is no common policy. I can say this because that aid for agriculture is differentiated not only in individual regions, but the differences are very clearly to be seen between the old Member States and the new ones. In order to talk about a common agricultural policy, we must have common and standard principles, duties and potential to obtain support for production.
It is my view, however, that the report is very welcome and necessary, because at the end of the day who gets what must be disclosed, as well as how these funds are utilised. An improvement in statistics will not directly provide an increase in the funds for agriculture, but it will improve thrift, there will be transparency, greater trust in people, and we as parliamentarians will be in a position to draw our own conclusions and to search for common solutions, which would in fact build a common agricultural policy on the same democratic and partnership principles for all countries of the European Union and for farmers, regardless of the region where they happen to work and live."@en1
