We have already had occasion to emphasise, in connection with the much-vaunted ‘European Year of Equal Opportunity for All’ that, in terms of equal opportunities, the key question which emerges is that of guaranteed exercise of rights.
In other words, safeguarding and applying the principle of equal opportunity – especially as regards non-discrimination based on racial or ethnic origin, which is dealt with in this report – involves ensuring that there is universal access to and full exercise of basic rights, such as healthcare, food, education, employment, workers’ and trade union rights, fair pay, culture and entertainment, sport, citizenship and civic participation, amongst many others. However, the report only touches on this question which, in our view, is crucial.
It is clearly necessary for everyone to be fully aware of their rights and to be able to take action and obtain support when those rights are disregarded, especially in the light of guaranteed free and universal access to justice – a fundamental public service which underpins democracy – but the essential requirement is a thorough social transformation based on an attack against capitalism, the root cause of inequality."@en1
