We voted against this report because it in fact attempts, using arguments such as ‘consumer protection’ and ‘legal uncertainty’, to give yet another boost to the already considerable deregulation of services, particularly public services, as the final resolution made abundantly clear. If the objective were this much-needed consumer protection, there would have been more extensive discussion about the reasons for that low level of consumer protection and the meaning of that ‘legal uncertainty’, notably the deregulation of markets, privatisation of services, employment uncertainty and the living conditions of workers and consumers. It is these measures, approved in the name of the ‘single market’ and ‘competition rules’, which have diminished rights and made access to the most basic services more difficult. Therefore, to conclude that it is necessary to pursue and to reinforce those policies, in the name of consumer protection, is not only unfair, but wrong, especially since the Commission has already announced its intention to reformulate thoroughly and harmonise the various provisions in force in relation to consumer rights. Effective consumer protection means breaking with these policies and promoting the development of high-quality public services and dignifying work and the workforce."@en1
