The worldwide abolition of the death penalty would be a clear sign of progress for mankind. Clearly other horrors are being perpetrated, notably by countries who kill even without establishing guilt, but acceptance of the death penalty reflects a philosophical concept which should be eradicated from our societies. Therefore the proposal for a moratorium to end the death penalty deserves our support and the commitment of the EU Member States. In this connection, a World Day against the Death Penalty could have the effect of ‘embarrassing’ those States who resort to it and would therefore be beneficial.
As for the idea of a European Day against the Death Penalty, it seems to me that this is an attempt to hold a European celebration of something that does not exist in Europe whilst, as we know, it also raises other issues about which there is no unanimity. For that reason, I am doubtful of the virtue of this initiative.
Finally, I would not want this culture of the sanctity of life to be extended to other areas and other matters in which it also seems to me that the protection of life is a mark of civilisation."@en1
