"Mr President, despite the fact that 129 countries have abolished the death penalty, the scale on which this punishment is used throughout the world is still very worrying. In 2006 alone 1 591 people were executed; at least 3 861 people are currently sentenced to death. The European Union is the world leader in the fight against the death penalty. Abolition of the death penalty is a key human rights issue in the EU’s relations with non-EU countries at international fora, such as the UN. This political commitment goes hand in hand with significant financial support for projects implemented under the European Initiative for Democracy and Human Rights. In addition, abolition of the death penalty is accepted as being a condition for membership of the European Union and the Council of Europe. It is therefore even more regrettable that Europe will not be celebrating the World Day against the Death Penalty on 10 October, owing to opposition from the Polish government. I would like to express my regret that this standpoint taken by the Polish government, as part of its pre-election strategy, will harm Poland’s image in the international arena and throughout the whole of the European Union, as regards the promotion of its basic values. The Decision of the Council as regards the death penalty memorandum and the idea of a joint resolution, which the Union will put forward at the next session of the UN General Assembly, are thoroughly deserving of support."@en1
