This report concerns the European Commission Recommendation of 24 August 2006 calling on the Member States to coordinate their efforts to achieve synergy at European level in the field of digitisation, and proposing the creation of a European digital library in the form of a common multilingual access point to the European cultural heritage. On 13 November 2006 the Council unanimously adopted these recommendations.
The European Parliament approved the Recommendation but made a series of proposals aimed at clarification, bearing in mind the range of problems that can arise, for example during work on the conceptual and technical organisation of all the categories of cultural material, as regards the various stages which need to be borne in mind and the potential provided by out-of-copyright text material.
Although we might harbour doubts about various proposals included in the resolution of the European Parliament, we voted in favour of the concept whilst pointing out the need to protect copyright, defend linguistic and cultural diversity, achieve solidarity and economic and social cohesion, in order to ensure that an interesting idea does not become yet another source of discrimination and social exclusion."@en1
