"I would like to thank the rapporteur for raising an important issue once again. I do not think that we are bursting through an open door with this report. The door may well already be open, but if there is a glass ceiling above us then we must address this issue over and over again.
In my speech I would like to focus on two points. Especially when considering the fact that a policy implementing equal rights for both sexes is an important means of achieving economic development.
Despite the existence
of equal rights in all European Union countries
inequality persists in the division between men and women of power and access to economic, social and cultural resources. This is down to the continuance of prevailing customs and their influence on the unequal division of family responsibilities and the obstacles to combining work and family life which exist for most women. This, I am sorry to say, is evidence of the democratic deficit at European level.
Equal participation by both sexes in decision-making is the prime prerequisite for democracy, so I shall now comment on decision-making in all walks of life. Liberals say that people’s right to make a decision themselves is the key to success. Freedom to choose, however, is attained only if women and men can make their own choices in all areas. In order for men and women, I repeat, men and women, to be able to combine work and family, we need good-quality childcare facilities, family-friendly work environments and a supportive legal framework.
In addition, it is important to improve both the legal and non-legal framework and to raise the level of awareness in society. The same is also true of outdated patterns of thought, in other words women must change from being participants into decision-makers; only then will we be able to talk of a society where the interests of both sexes are represented and considered, a society which is truly democratic."@en1
