"Mr President, I am afraid my views on this report are somewhat at odds with what has been said in the House so far, because I find this report strange, strange anyway for an institution that calls itself democratic, because on the basis of a highly questionable directive recommendations are being made which to my mind conflict with fundamental rights and freedoms and in some respects run contrary to fundamental principles of the rule of law.
The truth is that real discrimination against minorities in Europe or real racism is, fortunately, a very marginal phenomenon which is already adequately and very properly combated. This report is about something quite different. What we have here is an umpteenth attempt at introducing rules which will further muzzle and imperil freedom of expression, creating a climate of increasing mental terror in which people native to a country end up being obliged to discriminate positively in favour of those of non-native stock. This is yet another report that discriminates against the non-immigrant.
So I particularly see reversal of the burden of proof in matters of discrimination and litigation, especially in employment cases, as utterly reprehensible in countries founded on the rule of law where you are deemed innocent until proved guilty.
In short, this report is not concerned with discrimination; it is a kind of legalisation of political correctness."@en1
