"Mr President, Commissioner, first let me thank Mrs Buitenweg for the excellent work she has done. Her report has our full backing. Sadly, recent statistics show that discrimination remains a significant and ongoing problem in many Member States.
The first report by the European Union Agency for Fundamental Rights, in August 2007, recorded an increase in racist crime in at least eight countries in the Union. This is particularly worrying given that the EU possesses highly developed legislation against discrimination. I agree, however, that the legislation has been poorly transposed and only partially implemented by the Member States. The people of Europe are not well informed and, in particular, they do not realise that they can use the legislation to assert their rights if they find themselves the victims of discrimination.
As rapporteur on the European Year of Equal Opportunities for All and on the framework decision on combating racism and xenophobia, I believe the Member States need to work harder to ensure that the European legislation is properly applied. The texts we have produced also need to be more widely publicised, so that the people of Europe can identify with them.
Reversing the burden of proof is the major advance that this Directive on equal treatment has produced. We must therefore insist that practical measures are put in place to secure this advance in all the EU Member States.
In conclusion, I believe that we need to strengthen the European legal framework for combating discrimination by adopting an across-the-board directive covering all the forms of discrimination cited in Article 13 of the Treaty, and I should like to ask the Commission what progress has been made on studying the feasibility of such a directive."@en1
