"Madam President, I should like to congratulate those who have raised the matter of these specific disabling conditions. The 10% of children affected grow up to become the 10% of the population that has difficulty functioning in society. Their suffering is greater in adult life. Today, however, we are concerned with the fate of children detached from society for reasons that are not fully understood. As children develop, one difficulty generates another, and each complex leads to the next.
‘Dys’-type disabilities should be recognised as specific conditions or impairments. The problems entailed should be explained first to the child itself, and then to those surrounding it, namely parents, friends and schoolmates. Such children require a special approach and a personalised style of teaching. The identification and correct definition of these conditions is particularly important when the opportunities for treating them are limited."@en1
