The honourable Member has asked me certain questions, one of which is very specific and detailed. I will try to answer as best I can but I very sincerely believe that the first question directly relates, and would be better put, to the Commission. I feel that the Commission is certainly in a better position than the Council to give you the clarification you want.
With regard to your second question on the alleged lack of cooperation by Member States with the Commission, of course if this is true then it is up to the Commission itself to analyse the situation and find the best way of, shall we say, forcing the Member States to comply with what they themselves may have laid down. This is clearly why I consider that the question would be better put to the Commission than to the Council."@en1
