Thank you, Mr President, honourable Member. The European Union has not yet made any decision on the candidacy of Kazakhstan for the OSCE Chair in 2009. As the EU sees it, this candidacy will underline the need for Kazakhstan to pursue reforms and respect the OSCE rules and obligations in all their dimensions. The Council has repeatedly affirmed that any country holding the OSCE Chair must set an example of respect for the principles of that organisation.
In meetings with the political authorities of Kazakhstan, the European Union, the Council and the Commission have emphasised that Kazakhstan must show that it is ready and able to commit to full compliance with the OSCE’s rules and obligations in all their three dimensions, namely the human dimension, the political and military dimension, and the economic and environmental dimension."@en1
