Mr Rübig, I must tell you – Mr President, with your permission – I must tell you that the European Institute of Technology, its effective launch and its effective entry into operation are a priority for the Portuguese Presidency. We will therefore strive to ensure that this Institute is set up before the end of the Portuguese Presidency.
Of course, while it is the Presidency that is taking action and making proposals, it is up to the EU institutions to adopt the Presidency’s proposals in this respect. I can guarantee that the Presidency will try to act as quickly as possible. There are other subjects and other issues which are of course the responsibility of the Council as a whole and of the institutions and we cannot ignore this fact."@en1
