"− Mr Seeber, as you know, the Council has repeatedly and systematically presented its point of view and opinion on the accession processes and on the European prospects of various countries, in particular the Balkans. The Council has clearly stated that there is a European prospect for the Balkans. In fact, for one of these, namely Croatia, we are already in the process of negotiating this country’s accession to the European Union. As I have already stated, in November, as usual, the Commission will submit a communication to the Council reporting on the state of the negotiations, in particular the state of the negotiations with Croatia, and will make its proposals. That will be the right moment for us to carry out a detailed and up-to-the-minute review of the state of the accession negotiations. However, even though there may be certain difficulties, problems or delays here and there, it seems to me, according to my personal assessment of the state of the negotiations, that these are progressing at a good rate."@en1
