"Mr President, energy security is one of the crucial factors in European security generally. Mr Saryusz-Wolski’s report responds to this challenge to Europe’s future.
The EU’s problem is that its level of self-sufficiency in energy is on the decline. The EU already imports half its energy needs from outside and by 2025 dependence on imports is estimated to exceed 70%. To deal with this problem we need a firm common voice, a new kind of energy diplomacy and, to engage in it, a special EU High Representative for external energy policy.
Making external energy policy more the mandate of the Union, however, cannot mean weakening the sovereignty of the Member States to decide their energy production means and structure. I would like to thank the rapporteur for this especially. The report allows for independent decision-making by the Member States on their energy supply structures."@en1
