"One of the great mysteries to the population of the European Union is how we can devise a system that pays farmers for leaving land idle. Now whilst I understand that some reputable organisations like the RSPB in the UK use this system to fund their excellent work, nevertheless it cannot be right that we leave good land idle and pay farmers for keeping it that way.
That is why I support a zero per cent set-aside, but we must also in tandem ensure that our farmers and others are encouraged to keep land in good order and by making the land productive by helping them from other sources.
If we are serious about fundamental CAP reform then an end to set-aside payments has to be at the forefront of any reform procedure. That is why I will support the Commission’s proposals."@en1
