"If the people of Europe do not vote in large numbers in their country of residence and if the level of participation in the European elections fails to match the aspirations of the Eurocrats it will not be because the application of voting rights and eligibility for the European elections has been overcomplicated by the need to exchange information between the Member States. It will simply be because your bureaucracy and policies appear to them at best pointless and incomprehensible and at worst harmful, and because many European citizens not residing in their country of origin prefer to participate in the parliamentary elections being held in their own country. As for the report, it uses this technical pseudo-simplification in an attempt to authorise multiple candidacies, in other words the appearance of the same candidate in several countries, something that would give an inordinate advantage under common law to foreign residents only, and it tries to bypass the laws of the Members States where ineligibility is concerned. This is absolutely unacceptable. We believe that citizenship is indissolubly linked to nationality and the rights, particularly electoral, that it generates can only be exercised within a national setting. If European citizens want to participate in the democratic life of their host country then the option is always there: naturalisation."@en1
