"Due to the heavy system of information exchange between Member States, in practice, very few citizens know how to use the right they hold under the Treaty to vote in the elections for the European Parliament if they are residents of another European country. The voice of these people needs to be heard and their access to the political life of their country of residents needs to be facilitated; this is why I support the replacement of the current system with the requirement of filling in a sworn statement. For the residents who wish to candidate in the European elections, the obligation to obtain a national attestation is disproportionate to the general objective of the EC Directive 93/109. In practice, obtaining such an attestation from the institutions of the country of citizenship is very difficult and time consuming. This formal obligation actually results in the cancellation of the right granted by the Treaty. A future proposal of the European Commission should also deal with the issue of the establishment of political parties of non-national citizens. Electoral laws of Member States must not discriminate between national parties made up of nationals of the given country and other parties. Political representation in the European elections is a very important matter for countries with a large segment of population residing in another Member State of the European Union, such as Romania."@en1
